The Road Fund, through its Department of Legal, Risk and Compliance, has convened a meeting of Legal/Compliance Officers from Road Implementing Agencies to introduce and establish a Joint Compliance Forum.
The meeting aimed to discuss the establishment of the Joint Compliance Forum, an initiative designed to strengthen collaboration and enhance the working relationship between the Road Fund and Road Implementing Agencies.
In her opening remarks, the Chief Executive Officer of the Road Fund, Mrs. Matšepang Sekhokoane expressed her appreciation to participants for attending the meeting, noting that their presence reflected a shared commitment to strengthening compliance across their respective organisations.
Mrs. Sekhokoane emphasised that the Forum would play a critical role in ensuring that resources allocated to the Agencies translate into sustainable road infrastructure initiatives that benefit the communities they serve.
She further highlighted that experience has shown that many governance failures occur when organisations operate in silos, where information is not shared in a timely manner and systemic risks are not addressed collectively. She noted that the Forum seeks to bridge this gap by creating a platform for coordinated engagement.
Mrs. Sekhokoane concluded by encouraging participants to approach the Forum with openness, professionalism and a collaborative spirit, emphasising that the success of the initiative will depend on the quality of issues raised and the commitment to implementing agreed actions.
In his briefing, the Head of Legal, Risk and Compliance at the Road Fund, Mr. Phoka Thene noted that a similar forum had previously been established in 2019 but was not sustained due to low attendance from officers representing the Implementing Agencies. He expressed hope that the renewed initiative would receive stronger participation and commitment.
He explained that through the Forum, compliance between the Road Fund and its Implementing Agencies will be strengthened, while existing compliance challenges and emerging risks will be addressed proactively. He also underscored the importance of sharing experiences and best practices to improve coordination and support among the organisations.
The inaugural meeting of the Joint Compliance Forum was attended by representatives from the Ministry of Public Works and Transport, Ministry of Local Government, Chieftainship, Home Affairs and Police, Roads Directorate, and Maseru City Council and was hosted by the Road Fund.
